INTRODUCTION

The Objective of ICT Unit is to provide expertise and services on application of ICT to the RS. The Unit's Activities include:-
 
(i) Prepare ICT Strategic Plan, guidelines and procedures in line with National ICT Policy;

(ii) Advice Regional Secretariat Management on the matters pertaining to policies related to ICT and e-government implementation;

(iii) Advice RS Management on the matters pertaining to policies, guidelines and procedures related to statistics;

(iv) Oversee ICT development and implementation for RS;

(v) In collaboration with PMO-RALG assist to coordinate and develop ICT Standards for software and hardware acquisition at RS and LGAs;

(vi) Facilitate LGAs in the development and implementation of ICT initiatives;

(vii) Coordinate the designing implementation and maintaining web-based applications and database of the RS;

(viii) Assist to coordinate implementation of Management Information System from other Ministries, Departments and Agencies (MDAs) and other stakeholders;

(ix) Provide and coordinate Information Technology support to Regional Secretariat and LGAs;

(x) Monitor ICT hardware and software and keep inventory at RS and LGAs;

(xi) Evaluate, improve and monitor ICT and Management Information Systems deployed at RS and LGAs;

(xii) Conduct Training Needs Assessment on MIS and ICT and prepare capacity building plan;

(xiii) Perform and asses risks management and control pertaining to ICT infrastructure and Management Information Systems;

(xiv) Provide quality assurance services at RS and LGAs;

(xv) Develop and maintain Regional website;

(xvi) Use of ICT in data and information handling;

(xvii) Facilitate the Regional Secretariat in the use of ICT in data collection, storage, processing, analysis, reporting,dissemination and archiving;

(xviii) Collaborate with National Bureau of Statistics on all matters related to the National Statistical System;

(xix) Production of statistical products at the RS and LGAs.

The Unit will be led by a Principal Computer System Analyst.

NICTBB OBJECTIVES (FAIDA/UMUHIMU WA MKONGO WA TAIFA WA MAWASILIANO)
 
The NICTBB is intended to archive the following market objectives:-
 
(i) To increase the usage of ICT for equitable and sustainable socio-economic and cultural development of Tanzania
 
(ii) To establish a point of presence in all country's administative districts
 
(iii) To facilitate the implementation of e-government initiative and make ICTrelated services particularly internet affordable and readily available to common Tanzanians
 
(iv) To provide access to international submarine Fiber Optic Cables via Dar es Salaam landing point to all landlocked neighboring countries like Uganda,Rwanda,Burundi,Malawi,Zambia, and the Democratic Republic of Congo
 
(v) To create a favourable environment for coperation and pertnership in ICT among public and private sectors civil society and between all stakeholders at local,national, regional and international levels.
 
(vi) To provide equal access of the backbone network to all licenced operators for the sake of creating an open and healthy competitive environment in delivery of ICT services
 
 
 
NATIONAL FIBER OPTIC CABLE NETWORK (MKONGO WA TAIFA WA MAWASILIANO)
 
The Government of Tanzania is constructing the National Fiber Optic Cable Network named as National ICT Broadband Backbone (NICTBB) with a view to archive its ICT vision. The National ICT Broadband Backbone is managed and operated by Tanzania Telecommunications Company Limited (TTCL) on behalf of the Government of United Republic of Tanzania through Ministry of Communication Science and Technology (MCST). The infrastructure will enhance usage of ICT applications for sustainable socio-economic development, including implementation of e-government, e-learning, e-health, e-commerce and much more locally and globally.
 
Also will provide access to international submarine Fiber Optic Cables (EASSY and SEACOM) at thier landing point in Dar es Salaam to all landlocked neighboring countries for international connectivity.

OPERALIZATION OF NICTBB
 
TTCL is managing and operating the NICTBB under the principles of transparency and open access. The backbone operation is treated as a separate part of TTCL's (the manager) overall business and is conducted in a way that enables it to be separetely accountable.
